Is it normal for the steam release handle to be so loose?
Absolutely! Otherwise it could not function properly. Please see the next question for further explanation.
Why release a little steam leakage treatment?

How to use the “fried” feature of my Instant Pot?
Former CSG models we do not have the ability to do this. However, new Instant Pot IP-LUX series browning function build-in called “fry”. There Instant Pot burning food?

How to clean the lid Instant Pot?
If you enable Instant Pot for natural cooling, the cap is normal and not clean, only condensation. You do not have to unplug anything to wash it, simply wipe dry with a dry cloth.
If you use quick-release (let the steam out a little hand release) or cooking food stick, you may need to remove the shield against the block (not the entire assembly release steam) to clean. After cleaning, simply hand tighten shield against mass return. You might also want to drag a bit processor and washers to clean.

How to cook slowly working? Why start cooking immediately if I set the timer to 2 hours?
